The billing ownership within an Organization can be changed. The billing ownership can be only transferred from an account that currently has the billing rights.
The billing ownership can be transferred only to members that are organization admins. To transfer the billing ownership, go to Members -> choose the member you want to transfer the billing ownership to -> click on the kebab menu (the three vertical dots), and choose Transfer billing ownership.
